To qualify for services you must meet the following definition and be registered:
* Any individual who served more
than 180 consecutive days on active duty (not for Reserve or
National Guard training)
OR
* Any individual who served on
active duty and was released because of a service connected illness or
injury. (Does not have to meet the 181 day rule).
OR
* Any individual who was in the National Guard or
Reserves and was called to active duty during a
war or in a campaign or expedition for which a campaign badge is
authorized. (Examples are
Panama, Grenada, Beirut, Persian Gulf, Desert Shield or Desert Storm.
You do not have to
have served in that area.)

Important Health Care Information for All Military Veterans - In
October 1996, Congress passed Public Law 104-262, the Veterans' Health Care
Eligibility Reform Act of 1996. This legislation led the way for the creation of
a Uniform Benefits Package - a standard health benefit plan available to
ALL veterans. The package not only opens up services to veterans , but
simplifies the process by which veterans can receive the services.
For the first time, VA can offer enrolled veterans a Uniform Benefits Package
that emphasizes preventive medicine and primary care, and that provides a
comprehensive healthcare benefit plan including inpatient and outpatient
treatment.
The law has simplified the rules for providing healthcare to veterans. It has
also streamlined the process by which veterans present themselves for care - the
enrollment process. These changes will make it easier for veterans to receive

Veterans Administration Vocational Rehabilitation and Counseling
The Vocational Rehabilitation and Counseling Program provides a comprehensive
program of vocational rehabilitation assessment and services for veterans who
have incurred or aggravated a physical or mental disability while in the armed
forces of the United States. Veterans who have the potential to become employed
are assisted in making viable occupational choices, and if necessary, are
provided the skills needed to qualify for suitable employment. When the veteran
reaches the point where he or she is "job ready"; VR&C staff assists that person
in the employment search process. For those persons who do not have the option
of employment by virtue of the severity of disabling conditions, VR&C may be
able to provide independent living services designed to assist the individual to
live in the community as independently as possible. whether the rehabilitation
plan calls for a vocational goal or independent living, the VR&C staff work very
closely with the veteran and his/her family to assure progress in the program
and success in the goals. The Department of Veterans Affairs administers a
number of educational benefit programs for eligible service members, veterans,
and dependents. As an integral part of these benefits, educational and
vocational counseling is available to help the individual to choose a vocational
direction or area of study and select a school or other facility which the
person might attend to achieve the chosen goal. Counseling is provided by
qualified counselors and is offered at no charge.

Vinland Employment Program
The Vinland Employment Program is a free benefit for Unemployed Veterans. This
is a terrific resource to help unemployed or under-employed veterans overcome
barriers and return to work. It specializes in helping individuals face and
overcome multiple barriers to employment: barriers such as depression, chronic
pain, PTSD, chemical dependency issues, family problems, and virtually any life
circumstance that can interfere with the ability to seek and keep a job. The
Employment Program typically involves a three-week residential stay with weekend
passes and other off site options.

County Veterans Service Officers:
Any questions in regards to V.A. Disability, Claims-Burial Benefits, V.A.
Insurance, Discharge Upgrading, V.A. Home Loans, Education Benefits, etc. can
be answered by your local Veterans Service Officer. Recently discharged
veterans should take a copy of their (DD-214) Military Separation Paper to the
Veterans Service Officer to have it permanently recorded. Following is a list of
