The Duluth Workforce Council, Inc. (WFC), formerly known as the "PIC" or Private Industry Council, was established under the Job Training Partnership Act of 1982. Its purpose is to involve the business community in planning, designing, and monitoring federally-funded employment and training programs for the economically disadvantaged in the Duluth area. The name change sprang from a federal and state-mandated program to provide a skilled workforce for our economy through a highly-accessible, integrated employment and training system available to all Minnesotans.
The WFC functions as the active governance board of the Duluth WorkForce Center and is charged with the oversight of the following:
- Providing an integrated data system that uses one universal application for all services.
- Offering a total menu of choices to both our employers and our job-seeking customers.
- Integrating employment and training programs with eight Department of Labor (DOL) funded core programs and 11 non-DOL programs.
- Installing performance-driven and outcome-based measures in seven key customer satisfaction areas within all the partners.
